Volcanoes are only called volcanoes when it is possible for them to erupt. They are formed when magma swells up from within the earth and erupts.

Volcanoes are basically just mountains that opens downward to pool of magma underground, and when pressure levels are super super high, that's when eruption occurs. Hot magma (now lava) and rock spew typically out of the peak and creates pools and streams of lava, which can easily mow down forests and even trigger tsunamis.
